Biography

Troy Anthony Carter Sr., born on October 26, 1963, in New Orleans, Louisiana, is a Democratic politician serving as the U.S. Representative for Louisiana's 2nd Congressional District since May 2021. His district encompasses New Orleans, Jefferson, St. Bernard, Lafourche, and the River Parishes, including St. Charles, St. James, St. John the Baptist, Ascension, Assumption, and Iberville Parishes.

Carter's political career is marked by several historic firsts:

• First African American elected to the Louisiana House of Representatives from District 102 in 1991.
• First African American elected to the New Orleans City Council representing District C in 1994.
• First African American elected to the Louisiana State Senate from District 7 in 2015.
• First Congressman elected to Louisiana’s 2nd Congressional District from the Westbank of New Orleans.
• First Congressman whose spouse is a General Officer in the United States Army.

Throughout his career, Carter has been a staunch advocate for civil rights, healthcare, environmental justice, and economic development. He has authored or co-authored numerous laws focusing on infrastructure, women's healthcare, criminal justice reform, and reducing homelessness.
