Charles Albert "Dutch" Ruppersberger III, born on January 31, 1946, in Baltimore, Maryland, is an American lawyer and politician who served as the U.S. Representative for Maryland's 2nd congressional district from 2003 to 2025. A member of the Democratic Party, he announced his retirement from Congress in January 2024, choosing to spend more time with his family.
