Biography
Jennifer Ann Kiggans, born on June 18, 1971, in Tampa, Florida, is a Republican politician serving as the U.S. Representative for Virginia's 2nd Congressional District since January 3, 2023. This district encompasses Virginia Beach, the Eastern Shore, and parts of Chesapeake, Southampton, Isle of Wight, Suffolk, and Franklin City.
Before her political career, Kiggans served as a helicopter pilot in the U.S. Navy for ten years, flying H-46 and H-3 helicopters and completing two deployments to the Persian Gulf. After her military service, she became a board-certified Adult-Geriatric Primary Care Nurse Practitioner, working in long-term care facilities and private practice in Virginia Beach and Norfolk.
Kiggans is married to Steve, a retired F/A-18 pilot, and they have four children. The family resides in Virginia Beach with their dog Chloe, cat Zoe, and bird Barbie.

Political Experience
- Virginia State Senate: Elected in 2019, representing the 7th District, which includes parts of Virginia Beach and Norfolk. During her tenure, she championed legislation to establish a Military Spouse Liaison and advocated for patients, families, and caregivers in long-term care facilities.
- U.S. House of Representatives: Elected in 2022, defeating incumbent Elaine Luria.
