Biography
Kimberlyn King-Hinds began her service as the Delegate to the U.S. House of Representatives for the Commonwealth of the Northern Mariana Islands on January 3, 2025. She is the second person to hold this office and the first woman from the CNMI to represent her people in Congress.
Born on April 10, 1975, in Tinian, Northern Mariana Islands, King-Hinds developed a deep connection to her community and culture. She has practiced law for over a decade as a licensed attorney in both Hawaii and the CNMI, focusing on family law, probate, and civil litigation. Her public service includes roles such as Legal Counsel for the Tinian Mayor’s Office and Chair of the Commonwealth Ports Authority, where she led pivotal negotiations, including the Divert lease agreement with the U.S. Department of Defense.
King-Hinds is committed to addressing the pressing challenges of the Northern Mariana Islands, including strengthening public health, improving infrastructure, advancing education, increasing access to affordable transportation options, and advocating for economic development. Her legal and public service background uniquely positions her to represent the CNMI’s interests in Washington, D.C.

Political Experience
- Chair of the Commonwealth Ports Authority: Led negotiations, including the Divert lease agreement with the U.S. Department of Defense.
- In-House Counsel for the NMI Settlement Fund: Ensured compliance with federal and local regulations governing the government employee pension system.
- Chair of the Northern Marianas College Board of Regents: Focused on establishing NMC’s accreditation and developing educational initiatives.
- Member of the Commonwealth Public Utilities Commission: Contributed to regulatory oversight and policy development.
- Legal Counsel for the Tinian Mayor’s Office: Provided legal guidance on municipal matters.
In Congress, King-Hinds serves on the House Transportation and Infrastructure Committee and the House Veterans’ Affairs Committee, focusing on issues pertinent to the CNMI, such as infrastructure development and veterans' services.
King-Hinds has introduced legislation aimed at reestablishing eligibility for Northern Marianas airports to participate in the U.S. Department of Transportation’s Essential Air Service Program and to support local workforce development in the CNMI.
Her leadership extends to community initiatives, including co-chairing Friends of San Jose Church Tinian, a nonprofit organization dedicated to rebuilding the historic San Jose Church. She is a steadfast advocate for youth development, domestic violence awareness, and community empowerment through her volunteer work and policy initiatives.
King-Hinds is married and has one child. She is dedicated to ensuring that her work in Congress reflects the needs, aspirations, and resilience of the people of the CNMI.
